Online driver applications · DQ file management

Driver hiring software that turns applications into DQ files

Orange Fleet's DOT compliance app includes a built-in online driver application. Applicants apply online, HR reviews and approves them, and your team tracks the road test, medical and background check. Once they're hired, the application becomes their driver qualification file. After that, automatic DQ document expiry reminders go to both the driver and the fleet manager. Hiring is included in the app, so application review and ongoing driver files stay together rather than becoming separate jobs.

How hiring works in Orange Fleet

Hiring works through application review, HR approval and tracked qualification steps, then the application becomes the driver's DQ file. Your team reviews the records and decides when the applicant is ready to become a driver.

The sequence keeps the application connected to the driver file that follows it. It does not remove your responsibility to check the applicant's qualifications, obtain required records or make a hiring decision.

  1. Driver application review

The applicant submits the online driver application. It lands in driver application review.

  2. HR approval

HR reviews the application and approves the applicant to move forward.

  3. Track the qualification steps

Road test, medical and background check: each step is tracked in Orange Fleet. Your team arranges and reviews the work; Orange Fleet does not order or perform it.

  4. The application becomes the DQ file

The application moves into driver files and becomes the driver's DQ file. No re-typing of the application.

  5. Keep the DQ file current

Automatic DQ document expiry reminders go to both the driver and the fleet manager.

Why DOT-compliant hiring starts with the application

DOT-compliant hiring starts with the application because the completed, signed employment application required by 49 CFR 391.21 is the first item listed for the DQ file under 49 CFR 391.51. If the application is incomplete, the DQ file is wrong from day one.

Application review is more than deciding whether someone looks suitable for the job. The carrier needs to check the record for missing information and resolve gaps before relying on it. An online form gives the application a place in the hiring process, but software alone does not establish that every regulatory requirement has been met.

The regulation sets out what the carrier must obtain. Orange Fleet gives you the online driver application and tracks each hiring stage, so the record that starts the DQ file is in one place.

What FMCSA requires when you hire a driver

What the finished file needs: DQ file checklist.

Step by step: DOT pre-employment checklist.

Hiring non-CDL drivers? See who needs a DQ file.

FMCSA requires qualification records before a driver operates a CMV, with additional pre-employment requirements for CDL drivers and a separate 30-day deadline for certain investigations. The table below is general regulatory guidance, not a list of checks Orange Fleet orders or performs.

Check which rules and exceptions apply to the driver and operation. The carrier remains responsible for obtaining the records, reviewing the results and deciding whether the driver may work.

What a DOT driver application must include

A DOT driver application must include identity, address, licence, driving and employment information, plus the applicant's signature, as described in 49 CFR 391.21. The summary below describes the regulation.

  • The applicant's name, address, date of birth and Social Security number; addresses for the past 3 years; and licences held.
  • Driving experience; accidents and traffic convictions in the past 3 years; and any licence denial, suspension or revocation.
  • Employers for the past 3 years, with dates, reason for leaving, and whether the job was subject to the FMCSRs and DOT drug and alcohol testing.
  • For CDL applicants, an additional 7 years of commercial-driving employers: 10 years in total. The applicant's signature is also required.

See the full DOT driver application guide and template.

Before the first dispatch vs within 30 days

There are two deadline tracks: records needed before driving or safety-sensitive work, and investigations due within 30 days of employment starting. The later deadline is not permission to postpone the signed application, medical qualification, road test or applicable CDL pre-employment requirements.

Use the table to separate these tracks when planning a hire. Employment starting and first dispatch may be different dates. Your team should know which date triggers each deadline and review the applicable rule rather than treating every hiring task as due on the same day.

FMCSA publishes a sample driver employment application that helps explain the information requested by the rule.

The Clearinghouse replaced most previous-employer drug and alcohol inquiries

Since January 6, 2023, a pre-employment full Clearinghouse query covers the drug and alcohol inquiry for prior FMCSA-regulated employers. Prior employers in other DOT modes still need a direct inquiry. This does not replace the separate safety performance history investigation.

The full query requires the driver's electronic consent through the Clearinghouse. Read FMCSA's guidance on pre-employment investigations after January 6, 2023 for the distinction.

Hiring non-CDL drivers

Non-CDL drivers are not subject to Part 382 drug testing and Clearinghouse requirements solely because they drive a CMV. Those requirements apply to CDL drivers. Part 391 application, MVR, road test and medical certificate requirements still apply to CMV drivers under section 390.5, subject to applicable exceptions.

A driver can operate a regulated CMV without needing a CDL, so do not use the absence of a CDL as a reason to skip qualification records. Check the CMV definition in 49 CFR 390.5 and the rules for the operation. The additional employment history bringing the total to 10 years applies only to CDL applicants.

Is a PSP report required?

No. FMCSA's Pre-Employment Screening Program report is voluntary, though many carriers use it before making an offer. It is not a substitute for the required MVR or safety performance history investigation.

A carrier may choose to consider a PSP report as part of its hiring decision, but that choice should remain separate from the required records in the table. See FMCSA's Pre-Employment Screening Program for program information.

Hiring that flows into DQ file management

Hiring flows into DQ file management when the approved application becomes the driver's file rather than needing to be entered again. In Orange Fleet, the sequence is application review → HR approval → road test, medical and background check → DQ file → automatic expiry reminders.

The driver and the fleet manager both receive automatic DQ document expiry reminders. That keeps ongoing document dates connected to the same driver record after hiring is complete. Your team still reviews the documents and obtains renewals; a reminder does not renew a document or qualify a driver by itself.

Read about DQ file management software for the ongoing records side of the process. Keeping hiring and driver files together helps your team review how the applicant moved into the driver file without starting a separate recordkeeping process.

Hiring, DQ files and vehicle records in one DOT compliance app

Orange Fleet holds driver hiring, DQ files, vehicle files and maintenance tracking in the same app. Driver qualification records and vehicle maintenance records have different requirements, but your team can keep both kinds of paperwork together.

Explore the DOT compliance app for the wider recordkeeping picture, or fleet maintenance tracking software for vehicle records. Orange Fleet also handles Canadian NSC compliance paperwork. For subscription details, See pricing, or start a 30-day free trial.

Driver hiring FAQ

What is driver hiring software?

Driver hiring software helps a carrier receive applications and track the hiring process. Orange Fleet includes an online driver application, driver application review, HR approval and tracked road test, medical and background check stages. After the hire clears those steps, the application becomes their DQ file.

What does a DOT driver application have to include?

49 CFR 391.21 requires identity and address information, licences, driving experience, accident and traffic conviction history, licence denials or suspensions, employment history and the applicant's signature. CDL applicants need additional commercial-driving employment history. This is a summary of the regulation.

Do CDL applications need 10 years of employment history?

Yes: 3 years of all employers plus an additional 7 years of commercial-driving employers. The additional history requirement applies to CDL applicants. Review section 391.21 for the information required for each employer.

What checks are required before a new CDL driver can drive?

General requirements include a completed, signed application, a Clearinghouse full query with electronic consent, a verified-negative pre-employment drug test, medical qualification and a road test or accepted equivalent. Check current rules and exceptions. These are carrier responsibilities, not services Orange Fleet orders or performs.

How long do I have to get MVRs and contact previous employers?

Within 30 days of employment starting, obtain the required MVRs and investigate safety performance history from DOT-regulated employers under section 391.23. The deadline does not postpone requirements that apply before driving or safety-sensitive work.

Do non-CDL drivers need a drug test or Clearinghouse query?

Not under Part 382 solely because they drive a CMV; Part 382 applies to CDL drivers. Part 391 application, MVR, road test and medical requirements still apply to covered CMV drivers, subject to exceptions. Other testing obligations may arise outside these rules.

Does the application become the driver's DQ file?

Yes, in Orange Fleet, once the driver clears HR approval, road test, medical and background check, the application moves into driver files and becomes the driver's DQ file. Your team remains responsible for reviewing and keeping the required qualification records.

Who gets reminded when a DQ document is about to expire?

The driver and the fleet manager, automatically. Orange Fleet sends DQ document expiry reminders to both, while your team handles the review and renewal of the document.

Is driver hiring included?

Yes, driver hiring is part of Orange Fleet, alongside DQ files, vehicle files and maintenance tracking. There is a 30-day free trial. See pricing for current subscription details.
